Residents and homebuyers on the Northeast side of New Braunfels are rejoicing with the announcement that an HEB Plus is being built at I35 and FM 306. The new store will be the first HEB Plus in the city, and will offer electronics, toys, housewares, grilling and outdoor goods, party supplies, apparel and more, in addition to groceries.
“This (new HEB) has been a longtime desire of the residents of the north side of the city,” said Michael Meek, president of the Greater New Braunfels Chamber of Commerce,” in the New Braunfels Herald-Zeitung. “It’ll also provide some breathing room for the other two stores. All residents who shop at HEB will benefit from this.”
HEB’s $14 million investment includes the 120,000-square-foot store and 29,000 square feet of retail. There will also be a gas station and car wash, according to KGNB. The store is expected to employ more than 100 full-time workers and has also committed to $500,000 in much-needed drainage improvements on the site.
The addition of the highly anticipated store is being made possible in large part thanks to “a total of $1.5 million in possible economic incentives,” according to the Herald-Zeitung. “New Braunfels City Council…approved a 4B Board recommendation to use sales taxes to provide up to $800,000 in incentives to HEB to help fund infrastructure improvements for its new store. The incentive deal contains provisions — including employee hiring and payroll payout targets and an opening date of Jan. 1, 2017 — which the firm will have to hit in order to receive the full amount of the stimulus package.”
“The city, which levies a 1.5 percent sales tax, uses its sales tax rebates to help fund municipal operations and keep property taxes down,” said the Herald-Zeitung. “Sales taxes—the municipal government’s leading source of revenue—account for 34.5 percent of income for the city’s general fund, its main operating fund, while property taxes supply a smaller portion, 26.4 percent. Sales taxes also fund the city 4B Board’s economic development and civic improvement efforts.”
